In modern management systems, public interest is defined as economic and service-dimensional, as individuals in society benefit from services within the framework of social justice.
All public institutions are obliged to observe the public interest at the highest level in all kinds of administrative transactions. This means that if a public institution (administration) makes an administrative transaction (for example, expropriation), there must be a public interest in making that transaction.
